Bill 4367/20 is still being voted on, which provides retirees and pensioners with the payment of a 14th salary that would refer to the years 2020 and 2021, where, due to the pandemic, they were harmed.
This project, authored by Congressman Pompeo de Mattos (PDT-RS), provides this amount for INSS beneficiaries, so that they can receive financial relief and compensation for the effects of Covid-19.

What is the fourteenth salary?
Bill No. 4367/20, presented in 2020 by Congressman Pompeo de Mattos – PDT/RS, addresses the issue of the 14th salary, proposing an additional benefit for retirees and pensioners of the National Institute of Social Security (INSS).
The proposal aims to establish the fourteenth salary as an extraordinary measure designed to assist INSS beneficiaries in 2020 and 2021, as outlined in the aforementioned Bill.
The initiative comes as a response to the advance payment of the 13th salary for INSS retirees and pensioners due to the impacts caused by the COVID-19 pandemic.
The intention behind this project is to support those affected by the early payment of the 13th salary due to the exceptional circumstances generated by the health crisis. The proposed 14th salary would serve as additional support, recognizing the difficulties faced by INSS beneficiaries during this challenging period.
In this way, the proposal seeks not only to offer additional financial compensation, but also to demonstrate sensitivity to the specific needs of retirees and pensioners, highlighting the legislator's intention to mitigate the economic impacts of the pandemic on this segment of the population.
How will the fourteenth salary payment work?
According to the Bill, the payment of the fourteenth salary will function as an additional benefit that retirees and pensioners will receive directly into their accounts, totaling 2 salaries.
These two salaries will be paid in two installments. One installment was initially scheduled for 2022 and the other for 2023. However, due to delays by the committees, the project has not yet been approved.
Therefore, it will be necessary to wait for approval to have the correct schedule for when the 14th-month salary will be received. However, this payment is already expected to not occur until the end of 2023.
The payment provides that retirees who were affected during the pandemic and received an advance on their 13th salary may feel less with compensation corresponding to two current minimum wages.
Thus, at this point, once approved, each eligible person will receive two installments of R$1,320.00. The plan is to pay these installments in the year it is approved and the following year, to ensure better organization and distribution of income.
For those who have felt the effects of COVID-19, whether it's suffering from the disease itself or the financial impact it has had on buying basic household items, this will be a chance for some relief.
However, for this to happen, politicians need to put the project on the agenda.
Who is entitled to this payment?
The 14th-month salary is intended for various groups of beneficiaries, including retirees and pensioners. It also includes those receiving sickness benefits, prison benefits, accident benefits, and maternity pay.
It is important to note that the 14th-month salary benefit does not extend to individuals covered by BPC-LOAS (Continuous Benefit Payment provided for in the Organic Law of Social Assistance). In other words, those who receive BPC-LOAS are not entitled to this additional benefit.
What is the current status of the fourteenth salary bill?
The current situation regarding the approval of the INSS 14th-month salary raises both expectations and doubts among many. As mentioned previously, the bill has already been voted on in the Chamber of Deputies and now depends on being sent to the Senate.
Although the proposal has made progress, it is currently undergoing final analysis by the Chamber of Deputies' Labor, Administration and Public Service, and Finance and Taxation committees. This process is essential for a detailed assessment of the labor, administrative, and financial aspects of the 14th-month bonus.
If the bill is approved by both the Chamber of Deputies and the Senate, it will proceed to the final stage of approval by President Luiz Inácio Lula da Silva. However, even in an optimistic scenario where approval occurs this year, the effective implementation of the INSS 14th-month salary is expected next year.
This is a schedule that takes into account legislative procedures, detailed analysis by committees and the deadlines required for implementing the benefit, making payment in the current financial year unlikely.
Created in 2020, the bill directly analyzed the impact of Covid-19 on the population, especially the elderly. Thus, the proposal is to compensate for this period in which the 13th-month salary payment had to be brought forward to provide the population with a means of surviving the impact of the pandemic.
So, since then, they have been analyzing how it would be done so that the fourteenth salary for retirees would be paid and that, in this way, the population that is entitled to receive it can benefit.
For the project to move forward, it needs to be received by the Senate and approved so that it can finally be forwarded to President Lula, who may or may not sanction the Bill for the payment of the 14th salary.
Committees and unions linked to the beneficiaries are fighting to make this happen soon, always trying to bring the project to light and showing how much it will benefit the neediest population, who need it so much.
However, the project is literally in the hands of politicians and, because of this, there is no forecast for its approval.
The most optimistic predict that the project will be approved by the end of 2023. However, even if this happens, it is most likely that the first installment of the payment will be made next year.
At this time, it is necessary to monitor the movements and wait for the release of the fourteenth salary to the INSS so that the population that needs it most can enjoy this money that will be so welcome to them.
